Environ Strategy staff conducted the permitting activities for the new material processing facility at the PBL on Santa Catalina Island. The permitting process included a revision of the solid waste facility permit issued by the State of California and resolution of some difficult pre-existing issues with the South Coast Air Quality Management District (AQMD) permit. Environ Strategy was able to negotiate with both agencies and obtain a resolution that resulted in a savings of over $500,000 to the PBL. The project resulted in recycling of a significant portion of the solid waste that had been disposed of prior to the project start up. Environ Strategy assisted the PBL management in the start up of the recycling processes including composting, C&D recycling, food waste recycling, metals recycling, plastics recycling and carpet recycling.

Client contracted Environ Strategy to conduct a third-party review of several conversion technologies and a feasibility pilot study, which converted green waste to biomethane. The purpose of the third-party review was to evaluate several emerging technologies that are used to convert green waste to biomethane. We compiled technical and operational data for these technologies and performed energy and mass balance calculations to quantify biomethane conversion efficiency.
Environ Strategy was retained to design, construct and operate a pilot scale project to evaluate the feasibility of converting green waste to biomethane. The purpose of the project was to construct and operate a pilot scale system that could quantify the production of biomethane from green waste. We designed the pilot scale system, which included all process and instrumentation controls and operated the pilot project with 24-hour monitoring and data collection. Pilot scale feasibility study performance expectations were used by Rainbow to evaluate the possibility of constructing a full-scale project to supply biomethane to their existing onsite CNG fueling station.
